The Southern Alleghenies Planning and Development Commission (SAP&DC) is a non-profit regional economic and community development organization serving Bedford, Blair, Cambria, Fulton, Huntingdon and Somerset Counties.
SAP&DC is governed by a Board of Directors comprising County Commissioners from each member county and representatives from the private sector.
SAP&DC’s mission is to address human resource development, encourage the creation and retention of jobs, and to improve the quality of life for residents of the Alleghenies.
Promoting progress through “regional cooperation” is the driving force behind SAP&DC’s mission. SAP&DC identifies common goals within the six counties in order to develop and implement effective economic and community programs to help business prosper, to generate employment and to improve the quality of life for county citizens.
The Commission was incorporated in 1967 by the region’s business and political leaders in response to federal initiatives that encouraged planning for community and economic growth on a multi-county basis.
Since its inception, Southern Alleghenies Planning & Development Commission has greatly expanded its program of business and community development services. Many of these are provided under contract and through designation by Commonwealth and federal agencies, including:

SAP&DC’s knowledgeable staff dedicates their professional skills and invaluable experience to provide a wide range of services. Their broad scope of expertise includes Planning and Infrastructure Development, Workforce Programs for both employers and employees, Business Development and Tourism.
SAP&DC provides many forms of assistance to agencies, businesses and individuals in the six counties, including: financial assistance, planning, marketing, grantsmanship, mapping and telecommunications.
For 40 years, SAP&DC has worked to help the Alleghenies become a better place in which to live and do business. By doing so, the Commission has earned a solid reputation for outstanding performance.
