The Countywide Action Plan (CAP) is a comprehensive plan set forth to improve water quality on a local level. It seeks to implement planned projects to solve water quality problems unique to each county–while simultaneously improving the quality of the Chesapeake Bay. The initiatives outlined in the plan look to protect local resources, improve community health, and restore impaired streams to healthy conditions.
Since the beginning of 2021, Blair, Cambria, Fulton, and Huntingdon Counties have been working together to draft a Countywide Action Plan. We are excited to announce this document is open for public comment and we are looking for your feedback. Southern Alleghenies Planning and Development Commission (SAP&C) has contracted with HRG to prepare a CAP plan for four counties: Blair, Cambria, Fulton, and Huntingdon. With funding from the PA Chesapeake Bay Program, we received a Community Clean Water Action Plan (CCWAP) Coordinator grant to act as the staff entity and coordinator of the multi-county CAP process.

How to Get Involved
The Southern Alleghenies grouping of Blair, Cambria, Fulton, and Huntingdon County are actively looking for landowners, homeowners, farmers, community participants and environmental groups to actively become involved with the Countywide Action Plan. If you are a landowner, homeowner or farmer who is willing to implement Best Management Practices on your land we would encourage you to fill out the form below so we can get in contact with you to support you through implementation.
