The Southern Alleghenies Rural Planning Organization (RPO) Public Participation Plan (PPP) outlines a series of standard procedures for informing the public and involving them in the transportation planning process. The PPP ensures that the Southern Alleghenies RPO has a proactive and meaningful public involvement process that provides complete information, timely public notice, and full public access by all segments of the population to key decisions. It serves as a guide to outline public participation activities for transportation-related public meetings, project-level outreach, the Long Range Transportation Plan (LRTP), and the Transportation Improvement Program (TIP).
The PPP is updated on a 5-year cycle and is developed in cooperation with PennDOT District 9-0, PennDOT Central Office, Federal Highways Administration (FHWA), and SAP&DC.
SAP&DC is committed to guaranteeing that, as a recipient of federal funding, it will ensure nondiscrimination in all of its activities and programs. SAP&DC is committed to compliance with all nondiscrimination requirements.
The Southern Alleghenies RPO Title VI Complaint Procedures and Complaint forms apply to all external complaints relating to any program or activity administered by the Southern Alleghenies RPO and/or its sub-recipients, consultants and contractors, filed under Title VI of the Civil Rights Act of 1964 as amended, as well as other related laws that prohibit discrimination on the basis of race, color, disability, sex, age, low income, nationality or Limited English Proficiency.
