The Transportation Improvement Program (TIP) is a four-year listing of planned highway, bridge, transit, aviation, rail, and multi-modal projects. The TIP, which makes up the first four years of Pennsylvania’s Twelve Year Program, is formally updated every two years. The TIP contains project-specific information and is fiscally constrained, i.e., cannot include projects the cost for which exceeds funding identified as being available by the Department of Transportation. The TIP is a living document that is continuously revised and amended as needed, per procedures agreed upon in a formal Memorandum of Understanding between the Southern Alleghenies Rural Planning Organization (RPO), the local human services transportation providers, and PennDOT.
The TIP is developed in cooperation with the four rural counties of Bedford, Fulton, Huntingdon, and Somerset, PennDOT District 9-0, PennDOT Central Office, and SAP&DC. The Southern Alleghenies RPO prioritizes, reviews, and approves the final TIP. The current FY 2021-2024 TIP went into effect on October 1, 2022. The FY 2023-2026 TIP will be adopted on July 13, 2022, and will go into effect on October 1, 2022.
